Well, somebody who is wearing a spiked hairdo is doing so (whether consciously or not) to send a signal that they are not a rule-follower, that they are not like everyone else.
They are intentionally making themselves stand out from the rest of the population.

Other people, mainly rule-followers, pick up on this signal. it sounds a little something like this:

"Hey! You! Normal-hair lemming! I'm different! I'm tougher than you because I have the nerve to look different deliberately! Don't mess with me or I'll kick your ***!"

So that's why the reaction. Also, stereotyping over the years of people with spiky hair as punk rockers, tough-guys, etc., has made the general population a little nervous around people who resemble the 'bad guys' on tv.

Interpret it for what it is - fear of the unknown. Show them that the stereotype is wrong by receiving them in a friendly manner. Next time, they might not judge the book by it's cover.
