I think it is based on a weekly quota of answers, and also if you have violations etc.

Besides 10% best answer or better. You also have to have so many points in the category each week too. I have no idea what that number is though. I have heard 150 but don't know if that's true or not.

If I remember correctly, the criteria are 10%+ best answers, and over 1000 answers.

It depends on recent activity, apparently. Your best strategy would be to only answer questions asked by people who share your beliefs. Or to lie about your beliefs to match those of the asker.
