if you mean why doesnt it stick to the bottle it comes in? Then it is because the glue needs air to start to solidify. that is why an open bottle of glue can have a layer of dry glue inside it

Glue will stick to most anything, but if it is a nonporus surface it's more likely to fall off. If you are speaking of the bottle it comes in, refer to the other answer.

Maybe the glue bottles are made out of some type of synthetic material (like cellulose-modified) that creates some type of antibonding between the glue molecules and the glue bottle molecules. Maybe the glue molecules and the glue bottle molecules are both positively charged or negatively charged. Having the same charge as in pos-pos or neg-neg causes repulsions. So that is why.

Glue need to interact with the suface and air equally to get struck. In a bottle, glue has surface but not air equal to that.
