I think it depends on how you look at it. The north pole is supposed to be the northern-most point on earth, as it is defined. The north pole is an axis, just like the south. As the earth rotates, these points are stationary. However, the earth is tilted about 23.5 degrees as it rotates around the sun. So, if you are just looking at the global earth, then the question to your answer is no. But if you are looking at it in the solar system as it rotates around the sun, then your answer is yes.
