You don't have to know them that well at all phone #'s are not that personal. If you like this person then ask them. If your just worried about being rejected then hold out but not for to long or you will miss your opportunity.
If your just really shy you can either come up with something like "I really enjoy talking to you here is my number call me later" or just swallow your pride and tell them how you feel. You might be surprised. But just know that if you are let down that there are alot more people out there and its not the end of the world. Confidence is always a winner as well if you are unsure of yourself it could show and be a turn off.

Theres no set rule. For me, I usually get a number at the first meeting, but I don't just flat out ask for the number. I basically ask them out, but not exactly that, more along the lines of "want to grab some dinner sometime soon?"
If she is interested in getting dinner, I get her number; it just works out naturally because if we're going to plan to get together sometime I'll need to be able to contact her right?

I think that you should ask them for their number right after you meet them if you are interested. Talking on the phone is a good way to get to know someone and it is safer than meeting a stranger in person. Good Luck

Personally I would ask for someone's number in order to get to know them better.
Although shy I am generally straight forward with people and would just say "Hey we should get to know each other better, can I call you sometime?". Most people appreciate a person who is frank with them and doesn't beat around the bush.
