I went through the same stress worrying that my son’s 2nd birthday would be a “flop”, too. Your daughter will go absolutely bonkers for the balloons, decorations, cake and presents. Have one or two really simple games like pin the tail on the donkey, a small piñata, etc. Send the guests home with goodie bags (they don't have to be elaborate), and you’re done. Anything more than that will be too much for the birthday girl.
ps: I also stressed out about what food to make for the grown-ups and for the kids. My son wanted pizza and I ordered some as an afterthought. Turns out, that was the star of the show – adults & kids alike. Save yourself the stress & expense – you can have a simple party and still have it be nice!

Wet Sponge Toss ( get a big cardboard box cut a hole the size of an adults head and have some put there head in there and let the kids throw wet sponges at them. My kid love it.)

My daughter is turning 3 in less then a month and she is really into the little Disney princesses. they are small and come in a pack of like 6-8 for 9.99 at target. She loves them we put them in a baggie and she takes them with her everywhere. We also just got her some bath crayons where she can draw and color the walls while she is in the bath and she loved that too. She is also into books. I got her some little washable markers and blank paper so she can "write" like her brother. We have gotten her the big Dora dolls, but she never really plays with them. That makes me crazy to spend money on things you think they will like and then they just pile up. At this age, they don't care about the packaging, so I suggest hit some garage sales or used toy places you can buy more choices and not worry so much on money. Good luck and have fun!

What about doing crafts? My cousin had a "mermaid" or "under the sea" theme for her daughter, so they had fish cut out of cloth (you could use construction paper) and all kinds of little decorations to glue on to them. The kids loved it, and it was something that they got to bring home also.
My daughter is going to be three and she loves going to birthdays and whacking a pinata. You could even make it a special home-made one with your child. Play simple games like duck duck goose, they love that game! What about the Hokey Pokey, since there is a Hokey Pokey Elmo?

How about putting some rubber duckies in a tub of water (or a cooler) and have them pick one out. Put a sticker on the bottom of them to determine what kind of prize they get... go to the dollar store to look for prizes... I was able to get bubbles (3 bottles for a $1) and coloring books for a dollar each. I was also able to find boxes of crayons on sale for .25 each.
Otherwise, I would just let every one play and make up goodie bags for each child.

Yep, I can see those bean bags flying all over and doing mass destruction as well as potential lawsuits when someone gets hurt.
Why don't you just get out whatever toys kids those ages like to play with and let them have at it. Sandbox was always fun. If you're able, take them to the park to run and play. They're 2 and not going to be able to do the standard games at parties as they usually lack the attention span.

do a scavenger hunt. put little toys in the sand box and have the kids find them. tag is always fun to. side walk chalk is a great idea to. you could throw toys in the back yard and see how many the kids can pick up by the time you count to 20. My nephew who is 2 liked that game.

Bubbles are a great hit at our house! You could purchase a bubble machine $20 at Target or Walmart. Or you could purchase individual bottles for each child, about $1 each! You could also use this as their favor.
