Not a great idea I'm afraid. Budgies and cockatiels might be able to get along in a large cage, but should never be put together without a good introduction period of at least a few weeks. And they may not get along at all. Budgies are known to actually bully and harass cockatiels (especially female budgies), and putting a new cockatiel right into their established territory almost guarantees the cockatiel being tormented endlessly, possibly provoked into injuring a budgie.
Better to try separate cages, let them interact with each other when you can supervise, if they seem to be getting along well, then change around the budgies' toys and perches so they do not feel territorial before adding the cockatiel

It depends on the Bird's temperment... Animals, no matter what size, do tend to have their own personalities.
I had a cockatiel in with a budgie a few years ago, it was actually really interesting because it seemed they had their good and bad days. One day, one would be grooming the other, the next day they'd be on the opposite ends of the cage and if one got too close the other would chase it away. Funnily enough, the budgie generally won out :P
Ill add now that the fights never got too serious... the Budgie generally went into a little box on the top corner of the cage where the cockatiel couldnt fit (seemingly it did this mainly for the sake of being able to "ignore" the other bird).
Anyways, that's my essay...

That probably wouldn't be such a great idea. If you want to get a companion for your budgie, get another budige. Both cockatiels and budiges are flock animals and sometimes budiges won't tolerate even a new budige, let alone a new speices. A cockatiel could kill a budige if they took into their minds to do so. If you want a cockatiel, you'd be better off getting another cage and letting them have supervised "out" time together (even then I wouldn't be comfortable letting it go on for very long).

If you do decide to get another budige, it's always a good idea to get another cage and introduce them slowly to minimize the chance of territorial fighting and aggression on the part of the already established bird, and to have handy just in case at some point down the road you need to separate them for any reason.

Do both of the birds a favor and buy another cage. The are not likely to be good roomies. They will probalbly like hearing another bird around and will even begin to imitate each others chatter.

I don't think you should mix your birds, you don't want them to fight and kill each other do we now?
Pet shops will always say "yeah its fine" only cos your spending money in their store.
