Can Labor be Taxed in Utah?

Recently I have some concrete work done and the contractor wants to tax me on the entire bid. So do I have to pay sales tax on labor?

There seem to be some differences between labor for personal property and labor for real property.

Generally, in Utah, installation labor for tangible personal property is subject to sales tax.
