GMT is Greenwich Mean Time not General Mean Time. These days the standard time is based on UTC which is Universal Coordinated Time (I know the initials are in a different order but that's the way it is). UTC and GMT are the same for most purposes.

Australia has three time zones. Western Standard Time (WA)which is UTC + 8, Central Standard Time (SA,NT) UTC + 9.5, and Eastern Standard Time (Qld, NSW, Vic, ACT, Tas) which is UTC + 10.

In summer all States and Territories except the Northern Territory and Queensland have Daylight Saving Time so five time zones operate in summer.

Standard time is GMT+10. During (the Australian) summer, the states of Victoria, NSW and Tasmania go to GMT+11. Queensland remains on GMT+10.
