Well that sounds kind of fishy, if you know what I mean. I think you need to find someone that can check the accountability of the bank you are talking about. Kind of like a Better Business Bureau

Have you ever been to Dubai? If not no I don't think you should go becouse I have been there before and it's a wonderfull place some of the locals are very kind but you must remember there are still terorist out there and there are still people there who hate Americans that might be a ploy to get you over there.

which lottery? did u buy any ticket? there 10,000 such email/ phones every day. they all know that humans go weak on hearing ways to earn easy money. do u have any one known in dubai? ask them to check on this address.99.9999% it'll be a fake company.
have u heard about nigerian money launderers?
