With him marking on people you need to make sure he realizes he is a dog and that people are the superior. 1 1/2 he is coming into his own personality he is establishing he is in charge. It could get worse so I would suggest instead of being counter productive on Yahoo I would start with a basic obedience class where he will focus on you being in charge.

Who does he pee on in your house?
This sounds like a pack leader/dominance issue. The people your dog pees on are people he 1. does not respect or 2. he is claiming as property. Most likely it's the first one.
This is something you really need to take care of now, before it escalates into even more of a problem. Neutering can help with dominance, but if the human members of the "pack" are seen as weak, or followers by the dog, then he will take over the leadership position.

What else is the dog doing when he pees on people? Is he rolling on to his back? If so, he is showing extreme submissiveness. He basically has low dog self esteem.
As another person mentioned, a first thing to do is take the dog to the vet to see if the dog has a urinary tract infection.
If not, the dog has territory issues, self esteem issues, and perhaps others. Get a hold of any "Dog Whisperer" books or videos.

There are two types of urination marking-- dominate and submissive. Dominate is when he walks around smelling and marking HIS territory with his tail straight up in the air showing he owns the place. Submissive is when he is so excited that he puts his tail between his legs and rolls over for you to pet his tummy and then dribbles. Dominate marking is a rude behavior showing that he is the boss and telling everyone else that he is packleader. That needs to be dealt with by saying NO firmly and putting him out everytime he acts bossy. A dog should never consider himself dominate over humans because it can lead to aggressive behavior.
If your dog has dominance problems you should deal with every aspect rather than just the marking. You might consider obedience training.
Submissive behavior is best dealt with by not addressing the dog when you first greet it. Let it calm down first then when he is calm you can pet him and talk to him.

It could be a UTI, might want to get that checked out by a vet. Otherwise a Crate Training Refresher Course might be in order. Sometimes they just "forget".

You took his manly hood away.He is still trying to mark his territrory .When they are not neutured they have a stronger scent this is to attract the female and to mark his domain he doesnt smell it anymore so this is a problem for him.You are going to have to clean his old scent out use vinegar and water this will get the scent out and he shouldnt do it again.On people I dont know about this one unless he doesnt care for them to much.

You forgot to tell him he is neutered. Marking territory is his way to tell the females he is ready for them, and for the males to stay away. He thinks you , your house and your friends belong to his pack.
