HIPP benefits is a benefit when yu are on Medicade from disability that pays for your personnel Health Insurance premiuns so that they do not have to pay such high medical bills.Instead they pay your Insurance Premiuns and lets your Insurance pay the medical bills and they pay what your Insurance does not pay.It keeps Medicade from having to pay your high medical bills in full.Hope this helps.

HIPP benefits are government benefits based on need and are not taxable.

However, reimbursement you receive for health insurance premiums you paid out of pocket would not be deductible as medical expenses.

I'd be surprised if that's taxable, since it sounds like it's part of the medicaid process where benefits aren't taxable, but don't know for sure. Did you get any tax-related paperwork on it? If not, almost surely not taxable - if you did, then it probably is. I'd call the medicaid people and ask them, to find out for sure.
