I agree with Margo! Dressy strappy heels! Don't have to wear stockings anymore, but consider who will be there. If it is a young crowd, forget the nylons. If it is an older crowd, you might want to consider them.
Dress for the weather, your location, whether the event is inside or outside, the age of the crowd, the custom in your area..
Flat sandals, especially the ones with the toe strap, or flip flop style, is not dressy or black tie.

That is not true for black tie events here in Australia...and what about the Oscars? That is a black tie event and ALL the women are in strappy sandals. The days of having to wear shoes with stockings at an event like that are long gone...Just make sure you have beautifully manicured feet and that the shoes match your dress well (and are not so high that you can't walk or dance properly!). I would tend to say that strappy sandals aren't the best at a black tie event, but it would depend on the style. Nylons or hose are a definite must.

Not at a black tie event. Sandals would be considered as casual and inappropriate. Nylons and shoes will be the standard.

Bellacreative and Lois C said it ~ depends where you are. Here in Sydney lovely sandal-type shoes are a feature of black tie events. If the weather is cold, you probably want to wear stockings and closed shoes, but here it's not necessary.

Depends on the type of dress your'e wearing. Also make sure you have a pedicure done if your'e going to use strappy sandals.

You can look for advice on any awards ceremony.
Open shoes are ok. Whatever shoes should have a heel on them. Even open toe backless shoes are fine if you have a couple inches of heel.
