Yes you can put your own plates on it as long as you let the RTA know about it first. It is illegal to so without their permission as it must be documented. As for the rego if you are buying or leasing without rego the seller or leasee must provide a pink slip stating that it is road worthy, this is also an RTA stipulation. If buying from a dealer he should put some rego on it even if it's just 3 months rego. I have never heard of a leasee, leasing an unregistered car, as there wouldn't be any insurance for an unregistered car.

I lease my car, I have a private plate. The dealer sorted it. They can transfer directly to new vehicles for first registration or you can do it later, but this cost a bit more for the transfer (assuming you have it on a certificate).
The "rego"/"pink slip" guy is obviuosly not from the UK.
Don't forget to transfer it off at the end before you return the van, you may lose your plate otherwise.

You won't OWN the van, so you can't re-register it with another number unless the lease company gives permission.

Of course you can, get the dealer to sort it for you.
