Find out the cause and eliminate or address the causes. For blemish; use bleaching cream and sunblock lotion when going under the sun. For under eyes dark circle. Get a good night's sleep. Apply cool tea bags; cucumber slices or cold compress to eyes. Sudden change cream also works.

I agree, using used tea bags under the eyes will work. I've tried it a few times. The effect won't last forever, of course, so you really should get more sleep. It takes very long to catch up on sleep. In the meantime, to conceal, you could dab some salmon/pinkish coloured concealer on the dark spots, then use foundation over it. It will help to brighten up sallow/dark skin. If you want to try the cucumber slices on the under eye thing, do mash up the cucumber before applying it. It quickens the absorption and also increases the amount absorbed by your skin if you crush the cucumber rather than just laying the slices onto your face. I don't know how effective it is, I've never tried it. My mom likes to put watermelon skin in the fridge to chill it, then she'll put the slices on my face for like 10, 15mins. She says it'll help the skin, but I'm not exactly sure if it actually helps. It does feel good, though. Haha.

If you would like to apply home remedies to reduce dark circles, here are some of my suggestions:
Buy a box of regular, old fashioned unflavored gelatin (e.g. Knox) from grocery store. Take a small cup or bowl and put in 1 teaspoon of the gelatin mix. Add one tablespoon of boiling water & stir for a minute. Test it on your wrist to make sure it is not too hot. Then, using a cotton ball, pat it under your eyes as you would an eye cream or gel. Go lie down and listen to some music, or take a bath & let it stay on for at least 30 minutes. Then just rinse it off.Gelatin is very high in Vitamin K & Biotin. It will not remove your dark circles on the first application (but you will notice a difference), but if you do it daily for a week, and then 2-3 times a week for maintenance, you should notice a drastic reduction in dark circles.

IT MIGHT BE DUE TO LACK OF SLEEP and if not then consult a doctor, before try this at home, drink lot of water, beetroot juice and also you can keep crushed cucumber and it will cool and rejuvinate your skin and the cells of your eyes and skin or go for facial in the beautiparlor if you are above 18.

ok, this might sounds strange...but i was told by an expert once that homorroide ointment really does the trick.
