It's a slang word used mostly in Mexico and some parts of Central America. It means very cute girl (chulísima) or very cute guy (chulísimo). It can also be applied to things, activities and whatever you want to describe as nice or cool.

I've never heard that phrase in South America though.

Chula = Linda = Cute (woman)

ChulÃsima = LindÃsima = Very Very Cute (woman)

it means extremely cute, very sexy, referred to a woman.
It's the absolute superlative of the word "chula" that means in Spanish cute,sexy.
