If your hair is that long, you just need to experiment with hot rollers and your brush. For longer hair, take the picture with you to a hairdresser and have your hair cut in a similar way. If it's too short still, continue to experiment with the hot rollers and a curling iron for shape while you are letting it grow.
Now for the color. If your hair is a light color, I'd say let it be that color. If you really love the white-blond color, see a professional colorist. The lightest colors like that one take extra care to achieve without damage. Have fun with it.

Divide your hair, [the top hair, and the bottom, like half up] curl the bottom portion of your hair, with a one 1/2 inch, to an inch curling iron, after each curl, put your finger in the middle of your curl, [dividing it] hair spray, with SUAVE strength 10, bring the second portion of your hair down, part your hair, more to the left, or more to the left, either way you like more, the side that you DO decide to part, use a couple bobby pins to clip your hair behind your ear, curl the rest [dividing the curls] and hairspray. it should turn out perfect.
