I remember hearing that a couple of year's ago.
It was to keep the big money team's from getting too much of an advantage.
Is the Cap still in effect?

Also new for 2006 is a track testing policy that sets a schedule for when and where Nextel Cup tests are to be conducted. The scheduled tests will be the only opportunities teams will have to test at Nextel Cup tracks. Teams will be able to schedule tests at facilities that do not host Nextel Cup events.

They also instituted a tire leasing policy where the teams lease the tires instead of purchasing them meaning that any extra tires left at the end of the race have to be turned back in. Teams can test as much as they want at racetracks that are not on their schedule, but they are not allowed to use the tires that will actually be used on a raceday.

both of these policies are still in effect for 07

yes they can only test at tracks they race on so many times for each team but they can go to similiar tracks that they dont race on and test as much as they want in order to stop big teams from doing that nascar started to impound all tires after each race so if a team goes and test they cannot use race set-ups with the tires they use during the race and they cannot buy those tires from good year due to nascar rules this gives them limited ability to test so the large multi car teams dont have an advantage over the smaller single car teams operations

There has always been rules about testing and restrictions. There still are, but the rules change quite frequently depending upon the circumstances. Right now they have a whole serious of testing requirements regarding the new "car of tomorrow" that are different.

The standard rule though is you can only test a limited number of times and at certain approved dates on tracks that are on the schedule. You can go test at other tracks (not the actual ones raced on) as much as you want though...

Jeff up above hit on it. There are restrictions on testing at tracks that hold Cup races, but you can test all you want at non-event tracks. Many teams go to places like Rockingham, Virginia International Raceway, and Greenville Pickens to test out ideas and collect info on their cars.

The number of dates are restricted.But teams get around that by haveing part or minority ownership in other teams.
But larger teams
(Roush,Gibbs,Hendricks,Childress)
would and do have other teams whos cars are running-engines,chassies,body configurations,or cars built in part or in whole by the larger teams.
