1. Cnemidocoptic mange (scaly face / scaly leg ) is common on the face and legs of budgerigars("parakeets") and on the feet of canaries. It is confirmed by microscopic examination of a skin scraping.

2. Lice, red mites, and other forms of mites are found less frequently.

It's possible it's mites or tics. They should be visible on the bird. You can get sprays for that at most any pet supply store.

C: Your bird is lonely!!! Very important. Budgies are social birds and need companionship. It's not the first time a bird has cause harm to it's self because it's lonely. Get another budgie.

Hi is the bird getting enough food and water is it breaking the skin or just nibbling it might need some more toys could be bord birds need lot of things to do is it getting out of the cage for some free time all these thing can cause a bird to get depressed and start to self mutilate they need lots of attention

That's how they clean themselves. If it's doing damage, mabye it's itching and trying to scratch the itch.
