Unfortunately there's no such thing as spot reducing - especially in your cheeks. I know when I gain weight, i start in my face - so when i started working out and losing weight, the first place I started losing weight was in my face. The best thing for you to do - is to start doing some cardio, I bet that once you lose your first 5 or 10lbs, you'll see a huge difference in your face first!

I have the same problem when I put on weight. It's the first place it goes on, the last place it comes off and it's genetic.
There are two facts about getting into shape that apply:
1) Increasing muscle mass helps your body burn more energy and fat and provides definition when the fat is gone. You can spot train / target particular muscle groups but it is only half the battle. Example: do only sit ups and you will get great abs but no one will see them under the fat.
2) You can not spot train / target fat burning. The fat on your body is distributed according to your gender and genes. For you and I that's the face, neck and stomach I'd guess. You need to do aerobic exercise at peak heart rate to burn the fat and it will slowly come off in roughly the reverse order. It doesn't matter what you do but your body will respond better to a variety of different things: like running, exercise bike etc. Example: women that have their butt as a problem area will often mistakenly focus on leg exercises. While the aerobic part of the program is good for burning fat, they'd probably be better off doing an exercise that isn't going to make their leg muscles bigger in the process and their body shape even more unbalanced.
Finally diet is important to weight loss but not specifically relevant to your question about targeting your cheeks.

I always have the same problem, the fact is when I gain any weight it is the most noticable in my face, but cutting back on sodium is usually what takes it away long before any working out or weight loss. A poor diet is generally full of salt, but for your height your weight is not bad at all, infact it's somewhat under-weight. Try cutting back sodium and salt, get more water and stay away from alcohol and sodas, those do it to me overnight, especially alcohol! If I drink more than one or two drinks I start feeling it before the night is through, yes that fast, my skin gets tight feeling and I can see puffiness. it's not weight, it's not an allergic reaction, it's sodium.

when you will start losing weight face is the first one to get slimmer - you will notice difference in a few weeks.
find calorie/fitness calculator on the net, enter all your stats and it will tell you how many calories you need a day to maintain, take off 300-400cal off that number and thats how much you need to lose.
eat 5-6 small meals a day (eat every 2-3 hours)
5-8 servings of fruit and veggies a day
8 glasses of water
have complex carbs for breakfast - they give you energy
have lean meat (protein) for dinner - repairs muscle
cardio exercise 4-6 times a week for 30-50min, light weight training
dont consume foods that are made of white flour (white bread, cakes, past etc.), sugar loaded foods (cookies, icecream, candy etc) and nothing fried, oily.
ofcourse you can spoil yourself once in a while with a little treat:)

Chew gum, talk a lot. Chew your food slowly that also give extra movement for the muscles in your jaw area.
