no such thing as the lower abdominal. the rectus abdominis is a single muscle and muscles either contract as a whole or not at all. you can not isolate part of a muscle.

to lose the fat covering up the bottom portion of the RA you need to clean up the diet and turn up the intensity of your cardio training to increase the metabolic rate. only by decreasing the body fat percentage will make the pooch go away

The best exercise for your lower abs is heavy duty cardio.

leg raise.

try lying flat on your back.
slowly raise ure legs (straighten your knees for optimal result) until they are 45 degrees
Hold for 3-5 seconds, return slowly to position

Simply endure about 10 raises each session for about 4-5 sessions/day. And you can see some satisfaction in day 4.

Crunches (with twists everytime you get up) and Running on Threadmills (intense type).

there are some other kinds of exercises that might help too. My personal advice are these two.
