In my house it's supposed to be the person who empties it... But most often it's me, the mom....
I once took my husband and all three of my children into the bathroom and conducted a class I will call "How to change the roll 101.." In the class I demonstrated the concept and showed them the techniques.. Then we had a hands on workshop in which they all got to show their mastery of the techniques learned in the demonstration portion of the class... They all however failed the final exam, which was, putting what you learned into practice...
We have had remediation classes complete with demonstration, workshop and the installing of a cheat card with step by step drawings above the dispenser..
I am still the one changing the roll...
P.S.
To Josie826,
I too have run into the no tp in the entire bathroom when you need it dilemma II solved it creatively (If I do say so myself) Get a ziplock storage bag insert a roll of tp.. Duct tape the bag to the underside of the sink inside vanity cabinet or the underside of the toilet tank (toward the back so you can't see it while standing in the bathroom) make sure to tape in a way that it is easy to remove the roll, insert a new roll and reclose the bag... and so the bag and roll are not visible on casual looking... You will always have a roll of tp available to you even if no one else does... (Wife and mom of 3, all with a clinical aversion to changing the roll)

In my house, I am the official changer of the toilet paper roll. My family will grab a new roll and will not put it in the holder, they will leave it on the vanity instead. GRRRRRRRR
In my opnion, the person who used the last of the roll should put the new rolll on. Walking in and starting to do your thing and discovering there is no toilet paper is very irritating. Also, when they take the last roll out of the bathroom cupboard, they should go to the place where the rolls are stored and replace them, but that's not done in my house either.
Oh well. :-)

The person who uses it last should replace it so the next person already has a roll. If you wait for the next person to do it, he/she may decide to use the upstairs bathroom at home instead and then the downstairs bathroom toilet paper would never get replaced.

I would imagine that the person who uses the last of it out of courtesy for the next person who will come in. That person would also be the first to notice that the roll is empty.

the person who used the last of the paper should change the roll. They had paper when they walked in; they should be considerate enough to leave paper for the next person to find.
Drip-dry is no way to go! LOL

Of course the person who used the last of it. Many men don't seem to know this, or weren't taught it by their mothers. My husband is the kindest and most considerate person i know, but I'm in charge of the TP. I don't know how it started. He must have left it there empty once. But he makes so few mistakes, I always make sure there's another one ready to go. I guess that's why we've lasted 30 years. I make lots of mistakes, and he fixes them without even mentioning it.

Whoever notices it needs to be changed first. Ideally this should mean the person who grabbed the last square. But I've lived with guys, they really can be oblivious. So just check before you get down to business and replace it if nessecary. On a scale of zero to ten of things worth getting worked up about, this is a negative three.
