It would not have been a bad idea to notify the FBI and Homeland Security, especially if the guy was in another country, or if he was a resident alien here.

This is a scam that was covered on one of the many investigation stories that come on regular stations weekly. These people are from other countries, they prey on soft hearted people who actually buy these things for them and ship them to the person. I don't ever have to worry about falling for this scam, cause I would just laugh long and hard, I couldn't afford to buy my own cell phone, why would I buy someone I don't even know a bunch of them. It's gutsy, but there are really people who will do this for them. Must have money to burn. Pass it on to whoever you feel is good hearted enough to possibly do something like this for someone they don't know. It isn't a good deed, it's to give to enemies of the U.S. drug dealers in other states, or some other shady people, there is a reason their countries don't allow them to have cell phones, and it's a good one, we here in America have no business in breaking the law and God only knows what kind of awful things they are planning to use these cells phones to help them do or get. How many people innocent people could be hurt by a simple thing like providing cell phones to a person whom we don't know what kind of avenues this would open up for them, access to something they shouldn't have, I would think.

Here's how the scam works. He sends you a personal check or money drawn on some out of country bank. You deposit the check and then buy the phones and ship them to him. After about a week or so, his check bounces sky high. You just sent this guy some free phones, that you paid for.

Actually most likely more of a scam where you would get paid with a fake check and not know it till after the phones are shipped, Cell phones have a good resell in many areas. My opinon of it.

There was an alert about terrorists buying disposable cell phones to use as triggering devices.
A friend of mine works for a warehouse club, and they also got a warning from the disposable cell phone company telling them not to sell more than two per customer.

Why are you even doubting yourself? You did the right thing! Of COURSE it was a scam of some sort. I don't know how it would have worked, but what incentive would YOU possibly have to buy him phones? The guy's a stranger, and his request was irrational, to say the least - I don't understand why you're sweating this.

Report it to homeland security. They can be used as triggering devices. The local police aren't going to do anything. He is probably just trying to scam you but you never know on the internet.

The scheme being proposed to you to buy cellphones is a scam and you should deny being involved in the transaction.
