There are 12 Russian suitcase thermal nuclear war heads with a 2 kt yield. All are going to be planted by Russian agents in key American facilitys/citys/bases. All you know is they are from Russia you do not know when they will come where they will be planted or how they will get here. How do you solve this crisis?

Well, since you said they would only be planted and not detonated, then nothing. ;)
But assuming they were going to be detonated, there's really not a whole lot I could do about it. Maybe I could try warning the FBI, but who knows if they would take it seriously. Realistically, I'd continue my normal life because I'm not about to let a little thing like the possibility of a bomb somewhere blowing up sometime stop me from living my life.

Well, I'm just a lowly civilian, so there's not much I can do.
On the bright side, at least they're just 2 kt. I don't live close enough to any major city for 2kt to really be any concern of mine, except maybe a little fallout.

deploy all US missle submarines, bombers, call the russian president, tell him that russia will become a glass parking lot if any bombs go off
and "nuke russia first" doesn't really work as they will be able to retaliate

Nothing you can really do, I guess just try to get away fromt he blast, and stay out of the affected areas, due to large amounts of radiation...
