Sources state that above 25 is probably overweight issues. I don't really feel confident with 23, should I go down below 20? Or am I better of maintaining this number?

if you are not severely overweight or obese the BMI is useless. the BMI is used to address the health risks that are associated with central obesity, that's it.

the focus should be on changing the body composition or the reduction of body fat to below average levels. decreasing the BMI lower and lower does not mean that you are more healthy or more fit.
