I just want to know how to say it when you see someone that you don't expect to be at a place, not in a rude way, more like "I didn't expect to see you," sort of thing

Usually in the store, they ask why you're there by going "How can I help you?" or "Can I help you with anything?". And their inflection really tells whether or not they think you should be there or not. If you want to know why someone is there, ask them. "Wow fancy meeting you here, I was just _____ I assume you were doing the same?" and then they'll go into why they were there. That's the least rude way because they're simply reciprocating information you've already given them. It's the most common way to exchange information. In even doses. Happy Greetings!

You could say something along the lines of: "What an unexpected pleasure to see you here" and then you could ask about how that person connects to whatever the event is -- if they are a member of the fraternity, of the choir, of the volunteer support bureau, or if it is a personal event, like a wedding, you could ask if they are a friend of the bride or of the groom etc.etc.

Be honest. Just smile and say "oh, hi, I didn't expect to see you here..." or something like that. It works as long as the person you're saying it to isn't paranoid and asks questions back like "why not can't I be here" or something gay like that.

I didn't expect to see you here is fine. Or what brings you here? unless it's the unemployment office or something obvious like that.

You've answered your own question - "I didn't expect to see you here." is just the right thing to say.
