Male genital rash can be caused by numerous things from heat rash, dermatitis, infection, and more...even from STDs. Treatment would depend on the rash. You need to see your doctor or a urologist for a visual examination. No one, not even a doctor, can tell you what is causing your rash without actually seeing it, taking a history and possibly running some tests. Please see your doctor.
