In most states a contract cannot be enforced against a minor so you will find it very difficult to get a lender to give a 17 year old a loan.

I can't answer this for W. Virginia, but you can in Texas as long as the co-signer is of legal age and in the same household. Otherwise, it is what is known as a straw purchase. Contact your bank or lending institution to find out more details.

I highly doubt it. A 17 year old probably has zero credit history or colladeral. They would probably tell you to borrow the money from a relative. Besides, you can't hold a minor to a contract, and there's no way they are going to take that chance.
