Honestly I don't think it's a girl's job. I've always found it to be true that guys don't like to be pursued. Instead they feel crowded and pressured. Let him romance you! Men love to make their women feel special.
Have patience... if it's meant to be, then it will happen. And when it does, trust me... it will be so much more magical for him to get down on one knee, and ask you to be his for life.

Of course it is! However, I would really miss having an engagement ring! - not that I'm materialistic, but I like that symbol of the promise a man gives when he asks the woman to marry him.

I disagree. I dont think you should do it. The man knows its his job to ask, its probably the only thing with getting married that they know they are supposed to do. If he isnt doing it then he doesnt want to, dont be desperate and ask him, it wont come across looking good or enticing to him.

TO BE HONEST IT IS NOT THE RIGHT THING TO DO BECAUSE THAT IS THE MAN'S RIGHT TO ASK THE GIRL TO MARRY THEM BECAUSE HE IS THE ONE BUYING THE RING AND IT IS THE WOMAN'S JOB TO PLAN THE WEDDING.

Go for it. Men don't always like to be the ones potentially facing rejection. Just joking. I'm sure that he'll say yes just try to do whatever you would want do for you and he'll be surprised and happy.
