ok i have decided to ask this guy out but i don't know how to aks him! we're both freshmen and alot of people know him and i'm afraid that if he says no he will tell everyone, and i don't know if he likes me. he is shy and flirty around me but its mostly shy. he does hang around girls but their a few years older then him.

You could ask him out in the guise of friendship. Say "hey wanna catch a movie with me" or something. It may help to know him better, it seems you have only talked to him a few times.
If you just wanna ask him out normally then get over your fear. Yeah maybe people will talk about it but you can say to them that you actually did something, not just sat around gossiping about it.
And in the best case, you go out with him. He seems to like you and he seems shyish. Give it a go :)

The longer you wait, the greater chance he'll get taken. Life is full of these moments. Take this opportunity, and act quickly. If you like him, then make your move. Personally, I think it's sexy for a woman to assert herself, and make a move on a man.
