technically war was declared in Iraq.
In order to even go to war you have to get the approval of the House and Senate. Which they are the ones who declared the war.

America hasn't "declared war" since the World War II.

That would depend on what country you are referring to? If you are talking about Iran, then no. If you are talking about Iraq, then yes.
