Actually the biggest planned ever would be on the Severn estuary, between England and Wales.

The projected power would be 8GW equivalent to 6 modern nuclear power plants !!!

The cost for the electricity would nevertheless be higher than the regular market price. Nevertheless, the environmental benefits and to the independance of supply would be huge.

This article says that such a plant is being planned for South Korea.
