It's great that you give them out of cage time, it's makes life interesting for the birds an is great exercise. As long as they are supervised at all times while out they came spend most of the day out.

As to nesting and breeding if you don't know the signs or behaviors to look for you should do some research before breeding them. Alot of things can go wrong if you don't know what the 'normal' looks likes.

I'm not sure what you mean by a bird house but if it is dark inside and there is a small doorway/hole into it the hens are going to see it as a nest and if bonded to a male start to breed or even lay clear eggs. If you have more than one hen they could fight over the house which can sometimes lead to death, or all the males could start fighting each other for the right to be the hens mate. I would remove it and study up on budgie breeding first (if in fact you wish to breed at all!)

Usually they do only lay their eggs in a nest box. You will know they are mating by the amount of noise and activity they are making. Also, kind of a squeaky noise will be heard sometimes. If you don't have any cats or other predators and you don't mind the droppings, they should be okay out;they will usually go back to their nest box to sleep and nest.

I allowed my parakeets door open and they came and went whenever they wanted to. So they were a little messy at times, I just cleaned up after them. One would go in his cage, and close the door after himself. The most problems that they caused it that they liked to get up on the drapes, pull out the pins and drop them down on the floor. They always went in their cages at bedtime by themselves.

It is likely they will fly away and never return and they generally will not survive the winter.
