I take one day off a week and have been doing this for 23 days. I lowered my caloric intake to 1500 a day but divided it into only 3 meals. I am 5'9 and weigh 155. My exercise program is spinning 4 times a week, step 3 times a week and weightlifting 4 times a week. Before this I exercised only once a week for half an hour. I have seen no change in weight or clothes fitting. What is going on? What should I do? Shouldn't I have seen some changes already?

Too little food, too much exercise.
It also depends on your food- if you don't eat enough protein, you'll never burn fat or build muscles.

You should. When spinning cycling you should pay attention to your cadence. Try revving up your pedalling. I try to go between 100-120 strokes per minute, and have lost 4 inches from my thighs in the last 6 months. Looks like your complete workout is correct, and you are actually undereating for the activity level you have.
One mistake a lot of beginners do is not measuring their target zones as well as weighing yourself and measuring your body fat percentage. Next time you hit the gym, take a measuring tape and measure your thighs, hips, waist and arms. Also weigh yourself and see ifthey have a fat percentage measuring device. Keep a log and do this every monday, before exercising. See if it really hasn't changed a bit in 4 weeks. If it hasn't i'd add swimming to your workout and stop doing steps to see what happens.

changing both the caloric intake and drastically increasing the daily level of exercise at the same time does not have a favorable effect on the metabolism. you should have increased the level of exercise for several weeks before dropping the cals slowly over a period of time
