can a person be arrested for one thing and charged with another in the state of wisconsin??????????

my husband was arrested for domestic because our neighbor heard a window break which was caused by accident my husband was drunk and arguing with himself. He never laid a hand on me or threatened me. When we got to court for his initial they charged him with drunk and disorderly. We never had a pretrial confrence and now the end of the month we are going in for the final consult with the DA is this even legal to charge him with one thing and arrest him for something else?? We are searching for a lawyer now if anyone knows of a good one in wisconsin let me know.
