Do Semi-Permanent Hair Dyes (e.g. stargazer) COMPLETELY wash out as promised??

Question

i have naturally blonde hair (its sort of gold in colour, not white blonde but not browny) and i want to dye it some insane colour the second i leave home for university, however i have a strict pain of a father who would go mad if i turned up with flurescent hair in the holidays! Just wondering if so-called semi permanent dyes really do wash out totally within so many weeks - and if there are any brands that are particularly good at this!?
