are there any charges for changing the title to my name ? or any other charges i should have to worry about?

Yes,

When you take your bill of sale to the DMV to register the car, they will charge you the appropriate sales tax and registration fees at that time.

You typically have 7 days from when you purchase the car to get it registered.

Before purchasing a car from a private seller, you should contact the DMV to see if there are any outstanding parking tickets on the vehicle. The sad thing is parking tickets (at least in California) transfer with the vehicle and not with the owner. So if the prior owner has 3 parking tickets on the vehicle, you are technically liable for those tickets. You can blow it off like the prior owner might have, but if you they run your tags and realize the number of parking tickets on the vehicle, you may find a "boot" on one of your tires.

Yes,but why waste time with a double-talking private seller when you can go to a government seized auto auction, where you can buy a car 90% off Retail Value?

yes depending on what state you live in you could have to pay sales tax, title transfer fee, and liscense fee if getting plates.
