Many adults attend college, so their purchases would also qualify. In Texas, where I live, they include silly things like diapers, but not backpacks. Many stores now try to lure shoppers into their stores with additional price cuts, but for those who've worked in retail will tell you, they are still making a nice profit on each item sold. It's a win-win. People spend more, they think they are getting a great deal, stores make more profit (and probably pay more taxes), the state makes up those lost revenues with some other tax hike, and the politicians get re-elected!
