To be a good caddy, first you need to know about golf, so you can help the player with such things as yardage, and eventually club selection and reading greens.
The best way to get started as a Caddy on tour is to know someone who is playing in an event and being friends with them and have them trust you as their caddy. Then once you get well know you could get a job from other pros.

You have to apply for the PGA tour but the best way is to be paired with somebody you know. Most players on a high level are not looking for Joe off the street they are looking for somebody they know or maybe somebody who has caddyed for another big player in the past. Very hard to crack the Tour being a caddy.

I caddied at a very high end private club in Palm Springs for six years. I have two friends that caddy on the LPGA, and one friend on the PGA tour.
I would start at a decent private club, you will run into people who know tour caddies. You will have to put in your time, but you can make killer money if you got a good bag.
It's kind of a deadend job, but like I said, it can be very lucrative, plus you get to travel.

I found the best way to start being a caddy is at a local Country Club...get to know the Pro(s) there and the caddymaster...you'll get to play the course(mondays) and become more knowledgable about the game....Start by making a name for yourself locally....contact the PGA and find out the next step...
