Mine used to eat about a tablespoon full a day of seed. Thats a heaped tablespoon. Then I gave it some vegetable, spinich and fruit. (just a little bit ) He also got a bit extra sunflower seed because he loved those and would pick through the seed mix to get them .
I check his dish twice a day and if its empty I would give him a bit more.

Cockatiels usually know how much to eat on their own. Birds aren't always plump just because they look it; they will fluff out their feathers or squat down sometimes if it's cold, or hot, or if they're scared sometimes or anything else.
Also, to make sure your bird stays fit, let it out of the cage!
I let my two birds out every day in my sunroom, making sure the doors are closed but only the screens. This way, the birds can exercise those cramped wings, and they can walk around the floor too and explore some. Cockatiels are intelligent birds, and enjoy being mentally stimulated; don't make them bore themselves to death!
It might simply be because of how long we've had him now, but one of our two cockatiels isn't even tame. However, we can still get him into the cage at night (if you hold up the cage to him, he'll hop right in!) and so you shouldn't have a problem with letting birds out or giving them some time and space. :) Just make sure the room is birdy-friendly.
Good luck!

He should be able to eat what he wants. If he is getting plump check what you are feeding him. Millet is very hi in fat and should be reserved for treats.
