We have a 12,000 BTU window unit that cools a west-facing room, "ice-cold". Our room has 1/2 the volume than the one you describe, so 18,000-20,000 BTU would probably do nicely.

My whole house central air conditioning unit is rated at 2 tons and it cools 2500 Sq. Ft. of living space very easily.
Per Home Depot's web site calculator you require a 7500BTU/Hr rated unit, or about 3/4 ton.

It depends on what you will have in the room. Is it for servers? If it is you will need to figure out the BTUs. If it is an empty room then a 5t should keep it cold.
