You can find a picture of you guys and get it blown up from cvs or any pharmacy. That's pretty cheap. You can make a Little picnic for you guys. You can go to a local park.

Celebrating something like this doesn't require a ton of money. Something you can do is maybe cook him a nice, romantic dinner at home. Get a nice, but reasonably priced bottle of wine (assuming you are 21), and just have a nice dinner at home together.
The thing to remember is that you are together, and celebrating it together. It will mean so much more if you give him something that you produced, something that you took the time to do, not something that went out and bought or whatever.
Just be together and congrats on your one year! It's a great milestone in any relationship.

Give him a birthday deal, let him decide what you guys are going to do, during the day and under the sheets. The positive benefit? He'll be stoked, and the birthday deal will be there for you on your next birthday. Lastly, the problem is most girls "give" what they would like to receive. A nice candlelight dinner, romantic, etc a guy doesn't need or want that. He'd be just as happy if you ordered in and fed each other or even better just make a sundae out of each other.

Decorate the bedroom with candles and rose petals all over the bed. (ask a local flower shop for thier clippings generally they will hand em over for free.) Be waiting there for him (clothed or otherwise) when he gets home. (Truth or dare dice are always fun, as well as "do this," "to here," dice.)
If that's not your cup of tea then make him a nice meal, or write a poem, or just a love not explaining how you feel.

If the weather is nice where you are at take him out for a picnic, and bring a kyte, and fly a kite, and feed him grapes and bring a bottle of champagne, and have some wonderful cheese and crackers, and bring along a romantic CD that played your favorite song that you heard when you first met.
Bring along a little "finger food" for some feeding by the fingers and you can suck the food off of his fingers, totally gets them turned on and he can suck the food off of your fingers!!! Totally will get you turned on!

Get him little things that remind the both of you of things you did together over the past year. For example, if you cooked spaghetti together get a box of spaghetti...if you sat under the stars get something shaped like a star...if you watched a movie together that you both loved, buy it for him or get him the movie poster or cut out...etc.
