This page will explain the FL license process to you: http://www.dmv.org/fl-florida/apply-license.php.

The class you need is a drug and alcohol awareness class. You can take it online through a few different companies (for example www.FloridaDrivingCourse.com). After the class, you'll have to take a test proving that you know FL drug and alcohol laws. You get a certificate that you can take to the DMV where you can finish up your permit process.

There's no drug test.

If you had been studying the FL driver's manual you'd know what the requirements are. And if you haven't, there's no way that you'll pass the written test anyway so it's a moot point.

I doubt that the FL DMV site is blocked, Google it and get educated. Or just pick up a copy of the driver's manual at the local DMV office.
