Does it have to be a charity group? I ask because it seems reasonable that education majors in college may be interested.

If there's a college or university nearby, try checking with the school's college of education. Also, there may be some helpful links on the school's website.

You do not need charity groups for that. As far as homework help is concerned, you can hire a private tutor. However that could be pricey! If money is an issue, you can consider online tutor. Try sites like:

1) http://www.tuitionplaza.com/tutoring/ - homework help by retired teachers and volunteers (free)

2) http://www.tutor.com - homework help by professional tutors (not free)

3) ... and many other sites (use search engine!)

Think outside the box and you'll have more options!
