I would go with "He falls at the end." But this is one of those cases where I think either would be fine.

The most difficult thing to master, in a foreign language, is the play of prepositions. You can trip when walking and fall down. You can also fall down a flight of stairs. You can fall down on the job, meaning that you are not doing your job right. You can fall off a cliff, or fall off the edge of the bed. You can also fall off the wagon, meaning that you stopped drinking (alcohol) for a while and went back to drinking too much. An apple can fall from the tree, but if you climb up a tree and fall, you fall out of the tree. You can have a falling out with someone, meaning that you and the other person are no longer friends. And you have to work for money: it isn't just going to fall out of the sky. You may lose favor at work, and you fall from grace, meaning the boss does not like you any more. Hailstones fall from the sky. Inflation has fallen from 2% to 1%. (I wish...) There are probably lots of other expressions with fall down, off and from, but these few examples come to mind. Bluntly put, the only way to learn all these fine differences is to learn each one as you encounter it. It is all memory. I highly recommend the small classic English grammar by Strunk, and Fowler's English Usage. The ultimate English dictionary, and best language dictionary in any language, is the OED, the Oxford English Dictionary. Consult it always. It is a treasure. There is two volume edition you might get in a second hand store, where I got mine. The full dictionary, 12 volumes or so, is out of reach for the ordinary mortal, and costs $6000, last I heard. There are several single volume editions. I am English Canadian, and have spent my life studying language. I have been to Brasilia. What a wonderful adventure! I wish we had your climate in Canada...
