The vet says she would not tolerate the surgery. My kids dont want me to put her down. She is in pain and cant walk with three legs because her joints are fused. Articles say that splints dont work and bandaging can make things worse.

What kind of articles have you been reading? Splints and bandages an work in certain cases, it depends on the location and type of the fracture.

Your vet is the person to direct this question at. Sounds like they have done right by you so far - no one on here can really give you better advice because we haven't seen your dog or the fracture.

Please go with what your vet says, s/he's the only one in a position to answer this question and I would hate for you to accept the advise of someone on here who doesn't know what they're talking about. I'm afraid there are few (if any) vets on these boards.

If your vet says surgery is not an option, ask what IS.

If splints and bandages don't work (double check with your vet) and she can't tolerate surgery, it is only kind that you would put her down. I know it's sad, but it is NOT fair to make her be in pain for the rest of her life just because your kids don't want her to be put to sleep. Your kids will learn kindness through this, and you can get another dog from a shelter, thereby saving a life.

If the vet suggests trying a splint or bandaging, do that first of course.

No, surgery is your best option. Doing nothing will only increase her pain and may damage the break further.
I would definitely get a 2nd opinion from another vet.

You may have to consider putting her down, as hard as that is. But is she living when she can't walk on 3 legs, and the 4th is broken??

Poor girl. Please make a decision soon.

Get a second opinion, and discuss your current vet's reason for thinking she can't tolerate surgery. But it doesn't sound good. Really sorry.

No, I'm afraid surgery is the only option, and if she is too old or high risk for surgery, you don't have any good choices. The leg just won't heal right and she will be in pain. I'm so sorry.
