I can't wait till someone builds one! I know it'll happen sooner or later and I know right now with the level of current american design, engineering and technology it can be done without great or expensive difficulty

I am not sure of why you would want that. The biggest virtue of a submarine is that it it hard to detect (since it can be under the water). Flying it around in the air doesn't seem like it will enhance that feature.

What about blimps? They fly and theoretically could go underwater if you throw a bunch of weight on it and beef up the structure.
