So there could be "good."
Meaning, if there is nothing to contrast "good" against, then how would one recognize, measure, etc., "evil?"
I am unable to discern how the mentioning of free-will is or isn't any more of a "cop out" than is the mentioning of any other concept in an attempt to explain or clarify.
And since you have chosen to disallow any discussion of free-will, I shall not.

If you believe that a God created everything, then yes you would have to assume that He created it. Furthermore the Bible God, made a tree with the knowledge of good and evil before (or at the same time) as Adam and Eve. Therefore there must have been evil before mankind. So Satan? No God created angels, Satan's an angel, God is all-knowing, God created Satan knowing he would become Satan.
So why would God create evil? To tempt people into false highs, like drugs, sex and money. This would make the love shared with God true, because despite the temptation evil we chose good.
In reality however, evil is only a perception of a certain amount of negativity. What's evil to one, is different to another. You may think being gay is evil, but I think being gay is ok. Sure the Bible says it's bad, but the Bible is against shaving, poly cotton blends, amongst other things everyone does and God isn't raining fire and brimstone.
The truth is no one's perfect, but if you live your life the best you can, and the best you can to help society, then you've done a good job of this life no matter what you believe in. It's okay to be you, I think if there is a God, He would want you to be as He created you.
But you my friend need help.

God didn't create evil! He only created the POTENTIAL for evil to exist. Had Adam and Eve remained obedient to the premise that they would "surely die" if they ate the fruit of the Tree of the Knowledge of Good and Evil, we'd all still be running around in an idyllic paradise! As for your free will argument, it's not a cop out! You have to understand that without free will, true love between God and man cannot exist! If God didn't make it possible for Adam and Eve to have a CHOICE, they couldn't begin to understand the depths of God's love. Think of it like this.....Suppose you had been given the power to create life as God did and created a woman you thought was the HOTTEST woman you'd ever seen. You gave her wisdom, looks, strength and etc. but no FREE WILL. You could command her to perform your heart's desire, but it would all be done in a mechanical, unfeeling, robotic manner. Imagine a kiss from such a person! It would be as a dead fish! You'd say, "Come kiss me". She'd do so, but WITHOUT any EMOTIONAL response whatsoever! That's where free will comes in. It engenders the mutuality of love between God and man. God HAD to create the POTENTIAL for evil to exist for TRUE love to exist.

God did not create evil. The human race created evil. For instance, evil is something that is "in" all of us because we are human. We have the choice of letting it out, or doing evil things. God gives us the choice to be evil or not. If we committ evil acts then you suffer the consequences. If you choose not to be evil then you are rewarded, by having a peaceful life, instead of locked up behind bars.

Only by knowing evil can you know good. Notice the tree Adam and Eve ate from was not "The tree of evil" but "knowledge of good and evil"
It is like if every single species was a human male, we would have no concept of what a female is, and furthermore we would not know of the other animals.
If the entire world was light, with no shadows, etc, you would have no knowledge of darkness.

God created light, and separated it from darkness.
In much the same way, God created peace and evil was formed as a consequence.
Seemingly, the Hebrew gives "evil" the connotation of it being a consequence of sin.

If you start your own business and provide guidelines that are very fair and just, BUT some people you hired either twist those instructions, or ignore them ....is that your fault?

Because no matter how hard you try, there is no such thing as perfection.
Without 'evil', then there would be no need for a 'good'. Without good, there would be no God etc etc.
The two needs each other in order to survive.
