Visa's website has information about their gift cards.

They currently only list two places that carry the cards, Citizens Bank and Vancouver City Savings and Credit Union. It looks like you can order the cards over the phone.

Most check cashing stores have prepaid Visa's available ... I would assume this is the same or near the same. We use Money Mart.

Safeway carries a large variety of gift cards, many to specific places of business, but also a general visa one (at least here in Vancouver ...).
