Government is adjusting to the rules requested by companies which should not be the case so that there must be uniformity in the application of laws particularly those involving time of work of the employees.

Halo buddy,
There are government rules on how many hours of work an employer can ask an employee to work.
The companies cannot force the employee to work more. But sometimes managers put pressure so that deadlines are met.
Setting this aside, most employees of MNCs(atleast sofware engineers like myself) do NOT work 100% during their working times. They do a lot of other things like browsing, chatting(phone and internet), etc. But in US, Germany, etc., this is not the case. They ONLY work during worktime.
Infact, we abuse our resources. That's the reason some Indian companies(ex. Infosys) block internet at office time.
And most bachelors(and spinsters) willingly stay back after office hours. I bet you can't deny that.
So, it is not a problem with the ministry or the MNCs.
The problem lies in YOU and ME.

MNC companies flourish flouting all rules and regulations with active support of corrupt bureaucracy and politicians. Security Guards work more than twelve hours on a salary fixed for eight hours. MNCs are the worst corrupt entities who induce others to accept bribe to toe their line.

You are not correct. Certain percentage of workers will always be on casual or contract basis due to the nature of a portion of the work,casual or intermittent.
Also working on Sundays is not wrong if additional men are engaged on those days or staff are given staggered weekly offs.No worker should be engaged for more than 10 days continuously,and one weekly-off should be given for seven days worked.
Government departments need not be dragged unnecessarily in this.

Foreign companies establishing their branches in India to extract maximum work from Indian workers. Their head office is just a head without brain and entire work will take place in India, because work force is very cheap here (compared to dollars). More-over, as I came to know from my relatives,who are in America and London, employees there strictly fallow the holidays and give more preference to relaxation than duty. But most of the Indians come out of middle class families and it is a chance to earn money to safe guard the interests of their families. So they work in holidays, day and night, until they are self-sufficient. One day foreign work culture will overtake in India too.
